A plot's paperwork decides whether you can build on it at all. Hyderabad's suburbs have many layouts that were sold without approval, and their plots carry a hidden step between purchase and construction: regularisation.
What Is an Approved Layout?
When land is divided into plots, roads and open spaces, the layout must be approved by the planning authority — HMDA in the metropolitan area, DTCP elsewhere, or the local body. An approved layout has a layout permit (LP) number, provides roads of the required width and leaves land for open space and amenities.
Unapproved layouts were often sold more cheaply, without those roads or open spaces being guaranteed.
What Does LRS Do?
LRS allows plots in unapproved layouts to be regularised on payment of charges, which typically include a regularisation fee and, where the layout did not leave the required open space, a pro-rata open space charge. Once regularised, the plot can generally be considered for building permission.
LRS is not always open. The government announces windows with deadlines and fees. In 2025, Telangana reopened LRS with a 25 percent rebate on fees for owners who paid within the window, extending the deadline several times. Check the official LRS portal for whether a window is open and the current charges.
Why Does It Matter Before Building?
Building permission in Telangana is now applied for through BuildNow, and one of the inputs is the plot's layout approval or regularisation. A plot in an unapproved layout without LRS is likely to be refused permission, and building without permission exposes you to penalties, demolition and problems with loans and resale.

What If You Already Own a Plot Needing LRS?
- Check whether an LRS application was ever filed for the plot, and its status.
- If a window is open, apply and pay within it to benefit from any rebate.
- Keep every receipt and the regularisation proceedings.
- Only then apply for building permission.
